  • All TVC procurement opportunities $25,000 and over can be found by visiting the Electronic State Business Daily (ESBD). 
  • Procurements with a value of less than $25,000 do not require formal competitive bidding.

Electronic State Business Daily (ESBD)
The ESBD is an online search engine that was created pursuant to Texas Government Code §2155.083 as a means for all state agencies to provide notice directly and electronically on the Internet of procurements with a value exceeding $25,000.

Centralized Master Bidders List (CMBL)
The CMBL is a mailing list for vendors to receive bids based on the products or services which can be provided to the State of Texas. Registration on the CMBL is an effective tool for businesses to use to market their products and services to state agencies and institutions of higher education.

Historically Underutilized Business (HUB)
The Texas Comptroller of Public Accounts (CPA) administers Texas’ Statewide Historically Underutilized Business (HUB) Program in accordance with Texas Government Code, Chapter 2161 and Texas Administrative Code (TAC), Title 34, Part 1, Chapter 20, Subchapter D. The HUB Program is designed to facilitate the participation of minority-owned and women-owned businesses in state agency procurement opportunities.  

TVC encourages Historically Underutilized Business (HUB) vendors to compete for all TVC procurement opportunities.

TVC’s Contract Management Handbook provides insight into the contracting policies and practices followed by the agency consistent with the State of Texas Procurement and Contract Management Guide published by the Comptroller of Public Accounts.

Current Contracts
Texas Government Code §2261.253 requires each state agency to post certain contract information on its website. Click on the link below for a list of agency contracts as reported to the Legislative Budget Board Contracts Database.

  1. Fiscal Year:  Search contracts by fiscal year or leave blank to retrieve a list of all agency contracts reported since FY 2015.
  2. Agency:  Select “Veterans Commission” from the pull-down list.
  3. Click the “Search” button.
  4. Select “Display Expanded Data Set” radio button for complete contract information.
  5. Search results may be exported to Excel or Word.
