Texas Veterans Commission’s Fund for Veterans’ Assistance (TVC FVA, or just FVA) awards competitive, reimbursement-based grants in a multi-step process involving an eligibility screening by staff, recommendations on funding awards by the FVA Advisory Committee, and a final vote to award funds by the Texas Veterans Commissioners.
Here’s what you need to know about the award process while you prepare to submit your application.
Step 1: Applications Submitted
August 24, 2019 – October 25, 2019
First, complete your application in GovGrants, uploading all required documents, completing all form fields, and submitting in GovGrants by the application deadline (5PM Central Austin Time).
Step 2: Applications Reviewed
November 2019 – January 2020
Then, complete applications in GovGrants submitted by the deadline are screened for eligibility by FVA staff. Eligible applicants are invited to present their grant proposals to the FVA Advisory Committee. The location and date of this Advisory Committee meeting will be announced in November 2019.
Step 3: Applicant Presentations
January 2020 Meeting
Next, eligible applicants have an opportunity to present their projects to the FVA Advisory Committee attended the presentation meeting in Austin. Eligible organizations will be provided more information about the content of this presentation when the eligibility screening phase is complete.
FVA Advisory Committee meetings are recorded and uploaded to TVC’s YouTube channel within two weeks of the meeting.
Step 4: Advisory Committee Recommendations
March 2020 Meeting
Fourth, the FVA Advisory Committee meets in Austin to discuss funding available and eligible applications. This meeting is open to the public.
Committee members will:
- Review funding available for award
- Consider funding recommendation guidance to the FVA Advisory Committee from the Commission
- Review grant application materials and analysis from FVA staff
- Group, sort, and prioritize applications recommended for funding
- Discuss and vote on which awards are recommended for funding at what level
This meeting will also be recorded, and the video will be uploaded to TVC’s YouTube channel within two weeks of the meeting.
Step 5: Award Decisions By Commissioners
May 2020 Meeting
Texas Veterans Commission meets in Austin and votes on final awards to applicants.
The FVA Advisory Committee chair will:
- Present funding recommendations of the FVA Advisory Committee
- Take questions from Commissioners
- Review list of applications submitted
- Consider funding recommendations of the FVA Advisory Committee
- Make changes to awards if they choose
- Vote on funding to be awarded
Award decisions are final after the Texas Veterans Commission meeting has adjourned.
Step 6: Notification of Awards & Grant Contract Negotiations
Finally, after the Texas Veterans Commission has determined which applications will receive funding, FVA staff sends out Notices of Grant Awards (NOGAs) and enters into contract negotiations where necessary. All applicants not awarded funds are also notified in writing of the Commission’s determination.
Once all grant negotiations are completed, the full list of awarded grantees will be posted to the TVC website.
Grant Funding Period
JULY 1, 2020 – JUNE 30, 2021
